Valero's Port Arthur, Texas refinery is experiencing a partial power outage. The small crude unit has shut down, while the large crude unit is operating at minimum output. This disruption affects the refinery's overall production capacity.

The outage at a significant refining facility could decrease the supply of refined products to the market. Conversely, it may also reduce the refinery's demand for crude oil.
